When the Pennsylvania Gas Association wanted to raise awareness about the need to replace Pennsylvania’s aging natural gas pipes they came to Quantum Communications.

At the time, news headlines featuring ever-increasing energy prices and a sluggish economy dominated the media.  We used this to our client’s benefit.

Replacing aging gas pipes provides good paying jobs, and the recently passed American Recovery and Reinvestment Act of 2009 had money for “shovel ready” projects like this.  Furthermore, the Marcellus Shale natural gas formation was also at the media and public policy forefront, and more and more people were paying attention to natural gas.

Lifelines Beneath Our Streets :: New Jobs For Aging Pipes

Given the technical subject matter, Quantum recommended producing a documentary highlighting natural gas in Pennsylvania.  Quantum’s goal was to use the documentary as an educational tool to explain and convince policymakers it was time to replace the state’s aging gas pipes.

Within a tight timeframe, Quantum wrote the script, traveled across Pennsylvania to film experts (including technical experts, labor leaders, and well-known Democrats and Republicans) , edited footage and handled all post-production, designed the artwork and produced the packaging and finally delivered  the video to all Members and staff of the Pennsylvania House and Senate and the Governor as well as other decision makers.

The documentary premiered during a public hearing in April, 2009, where state legislators met to discuss options to pay for replacing nearly 13,000 miles of aging pipeline in the state.  The film was also featured on the Energy Association of Pennsylvania’s website, shown at state infrastructure conferences and widely circulated among thought and opinion leaders.
