Scott leads the Quantum Issues Management practice and has managed dozens of winning state and federal issues campaigns, awareness campaigns and coalition building efforts.

Scott joined the Quantum team in 2002 after serving as an aide to U.S. Senator Arlen Specter. Today he is recognized as an expert on brand development, awareness and management.

Scott is a graduate of Elon University where he was a Presidential Scholar and member of the Political Science and the French National Honor Societies. Scott has also worked for the Pennsylvania Turnpike Commission.
